CCTV PATROL, BAGONG MATA NG BAYAN


Kuha sa CCTV

Sapul ang mga modus operandi, bistado ang mga kriminal, at kuha ang mga makabuluhang pangyayari  sa bagong hakbang ng “TV Patrol” gamit ang bagong teknolohiya na ‘CCTV Patrol’ kung saan tampok ang mga video at litrato na kuha ng mga ordinaryong mamamayan sa kani-kanilang komunidad.
Concerned Citizens Taking Videos Patrol o ‘CCTV Patrol’ ang sagot ng numero unong newscast sa bansa upang bigyang kapangyarihan ang ordinaryong mamamayan sa paghahatid ng balita ukol sa kahit anong kaganapan at personalidad na mahalaga, nakawiwili, o pambihira gamit ang kanilang closed-circuit television (CCTV) camera, cellphone, o anumang gadget.
Ayon sa “TV Patrol” anchor na si ‘Kabayan’ Noli De Castro, malaking bahagi ng kanilang natatanggap at inuulat gabi-gabi ay mga video na ukol sa krimen na nangangailangan ng karampatang pagtugon. Sa pamamagitan ng pagpapadala ng mga video ng mga manonood, maaaring masolusyunan at mapanagot ang suspek sa krimen sa kanilang mismong tahanan o establisimyento na tututukan at aaksyunan ng mga reporter ng ABS-CBN News and Current Affairs.

“Ang mahalaga diyan, ang media at mga ordinaryong mamamayan, hindi lang reklamo nang reklamo sa dami ng krimen ngayon. This time, tumutulong na tayo para masolusyunan mismo ng mga pulis ang krimen sa pamamagitan ng pagiging mapagmatyag,” pahayag ni Kabayan.
Humantong ang kontribusyon ng mga ordinaryong mamamayan sa ilan sa pinakamalalaking istoryang ikinagimbal at pinag-usapan ng publiko at nagbago sa pamamahayag sa pamamagitan ng pagbibigay-oportunidad sa mga manonood na impluwensyahan at mag-ambag sa laman ng mga balita.
Ilan sa mga pinaka-tumatak na video na naiulat sa ‘CCTV Patrol’ ang panloloob sa 7-Eleven convenience store sa Maynila at LBC sa ParaƱaque ng mga napag-alamang pugante mula Ozamis City. Matapos ang pag-ulat ni Zyann Ambrosio nito noong Setyembre, sunud-sunod na text at impormasyon agad ang natanggap ng pulis na sinundan pa ng follow-up report sa “TV Patrol” kaugnay sa mga suspek.
Isa pang kaso ng nakawan at karahasan ang naere sa ‘CCTV Patrol’ na talaga namang pinag-usapan sa Facebook dahil umano sa mabagal na pag-aksyon ng mga pulis sa kaso na Abril pa lamang naganap. Ngunit sa pagere nito sa ‘CCTV Patrol’ noong Agosto ay natukoy at nadakip agad ng mga pulis ang mga salarin na miyembro ng akyat-bahay gang na tinutukukan ng baril at tinadyakan pa ang biktima sa harap ng kanyang anak.
Nakilala na rin ang mga suspek sa hold-up at pagbaril sa isang ABS-CBN account executive sa Mandaluyong kamakailan matapos lumabas sa ‘CCTV Patrol’ ang CCTV footage na nakuha sa kalye kung saan ito naganap.
Dahil sa tagumpay at bisa ng hakbang na ito ay idiniin ni Kabayan ang kahalagahan ng patuloy na partisipasyon ng Bayan Patrollers at pangkaraniwang mamamayan. “Pakinabangan natin ang ating mga cellphone at gadgets at hindi kung anu-anong videos ang kinukunan o tsismis ang ipinapasa. Napakalaking tulong nito. Wala na ring katwiran ang pulis na hindi mahuli ang mga kriminal dahil may mukha na, huling huli na eh,” ani Kabayan.
Bukod sa mga video ng mga nakakabit na CCTV camera na nakuha ang iba’t ibang istilo at aktwal na pagpuslit ng motorsiklo, side mirror ng sasakyan, bigas, medical supplies, at cellphone, naipalabas na rin sa ‘CCTV Patrol’ ang ilang malalagim na krimen kagaya ng pagbaril sa isang tauhan ng DENR sa Isabela at ang karumal-dumal na pagpatay ng dalawang binatilyo sa isang doktor sa Bacolod. May ilang CCTV reports na rin sa newscast ang ginawang gabay ng pulisya kaugnay ng ilang kaso ng pagdukot ng sanggol sa isang ospital at grocery store.
Nagsilbi namang babala sa mga manonood ang isang video na nakunan ng isang Bayan Patroller gamit mismo ang kanyang cellphone ng pangangalkal ng isang lalaki sa bag ng isang natutulog na pasahero sa bus na ayon sa mga awtoridad ay moda ng ‘eskoba gang’ sa mga air-conditioned bus.
Hindi lamang krimen ang ibinibida sa segment kundi pati na rin ang mga video ng aksidente at magandang balita kabilang na ang banggaan ng bus at van sa Sta. Rosa, Laguna, ang footage kung saan kitang kita ang pagbangga ng isang kotse sa isang van na nakaparada lang sa tapat ng bahay, at ang pag-rescue sa isang naipit na driver sa kanyang menamanehong van sa Dumaguete.
